Introduction:   In Finland the baby-boom age groups born after the Second World War has reached the age of retirement. There is a huge challenge how to replace those retiring, because the birth rate in Finland after baby-boom has been about half of the rate during the baby-boom. The amount of people going to disability pension at early age has also risen because of mental disorders, mainly depression and musculo-skeletal disorders. How to tackle this problem and have people to work until retirement age<>    

Methods:  Three tripartite working groups (WP) have dealt these issues from different points of view. The key issue is how to prolong working carriers from the beginning, during the carrier and at the end of it.  WPs have made suggestions how to develop legislation occupational health services (OHS) and co-operation in health care sector including rehabilitation.    

Results:    One corner stone in preventing early retirement because of incapacity for work is early recognition of changes in working capacity. This means a need of good practices agreed in conjunction with employers, employees and OHS. These good practices include also the means how to arrange return to work after a sick leave taking in consideration the work ability of an employee. To enforce this co-operation between workplace and OHS a consultation paper has been given.    

Discussion:  Are the actions taken sufficient to prolong working carriers<> What are the roles and responsibilities of participants<> And how to put in practice co-operation between all relevant partners<> These questions are still partly unanswered, but there are also good practices for support of work ability at different levels and to support return to work.
